EST, TUESDAY, JANUARY 27, 1998 Duke Tran: (202) 606-5344 (Analysis) BEA 98-01 Marian Sacks: 606-9274 (Estimates) STATE PERSONAL INCOME: THIRD QUARTER 1997 Three western states -- Utah, Washington, and Idaho -- led the nation in personal income growth in the third quarter of 1997, according to estimates released by the Commerce Department's Bureau of Economic Analysis. In all three states, personal income growth has been above the U.S. average in the first three quarters of 1997. For the nation, personal income increased 1.1 percent in the third quarter of 1997 -- the smallest quarterly increase in two years -- after increasing 1.2 percent in the second quarter of 1997. All states except Arkansas had third-quarter increases in personal income that equaled or exceeded the 0.4-percent increase in prices paid by U.S. consumers (as measured by the price index for personal consumption expenditures). Fastest growing states Utah (1.8 percent), Washington (1.7 percent), and Idaho (1.7 percent) had the fastest growth in personal income in the third quarter of 1997. In Utah, personal income growth has been above the U.S. average for six consecutive quarters; in Washington and Idaho, personal income growth has been above the U.S. average for three consecutive quarters. The rapid increase in construction earnings reflected statewide road reconstruction. * In Washington, earnings grew rapidly in both durable goods and nondurable goods manufacturing, in services, in finance, insurance, and real estate, and in trade. The rapid earnings increase in durable goods manufacturing reflected strength in the aircraft industry. * In Idaho, earnings grew rapidly in both durable goods and nondurable goods manufacturing, in transportation and public utilities, in finance, insurance, and real estate, and in services. The rapid earnings increase in durable goods manufacturing reflected strength in the electronic and other electric equipment industry. Slowest growing states Arkansas (0.1 percent), Iowa (0.4 percent), and South Dakota (0.4 percent) had the slowest growth in personal income in the third quarter of 1997. In contrast, all three of these states had above-average growth in personal income in the second quarter. Definitions Personal income is the income received by all persons from all sources, that is, from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings by place of residence is earnings by place of work -- the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income -- less personal contributions for social insurance, plus an adjustment for residence. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes). The personal income level for the United States in this release is derived as the sum of the state estimates; it differs from the national income and product accounts (NIPA) estimate of personal income because, by definition, it omits the earnings of federal civilian and military personnel stationed abroad and of U.S. residents employed abroad temporarily by private U.S. firms.
