EDT, TUESDAY, SEPTEMBER 24, 1996 Duke Tran: (202) 606-5344 (Analysis) BEA 96-31 Kathy Albetski: 606-5360 (Estimates) STATE PER CAPITA PERSONAL INCOME GROWTH IN 1995 Forty states shared in an acceleration in growth in the nation's per capita personal income in 1995, when growth increased to 5.3 percent, up from 3.9 percent in 1994, according to revised estimates released by the Commerce Department's Bureau of Economic Analysis; the growth was the fastest since 1991. Most of the states that shared in the acceleration had large increases in dividend, interest, and rental income and in transfer payments. For the nation, per capita income was $23,208 in 1995, up from $22,047 in 1994 (see tables 1 and 4). The 5.3-percent increase in per capita income was more than double the 2.4-percent increase in prices paid by U.S. consumers in 1995, as measured by the price index for personal consumption expenditures. All states except North Dakota had increases in per capita income that were equal to or exceeded the increase in prices. The state estimates of per capita personal income have been revised to incorporate the comprehensive revision of the national income and product accounts that was released on January 19 of this year and to incorporate more complete source data for 1995 than were available for the preliminary estimates that were released on April 25. The preliminary estimates showed that per capita income for the nation had increased 5.0 percent in 1995 (see Revisions on page 6 of this release). Fastest growing states For the 10 states with the fastest growth in per capita income in 1995, growth ranged from 7.3 percent in Rhode Island to 5.8 percent in North Carolina. Seven of these 10 states were on the East Coast; the exceptions were New Mexico, Oregon, and Michigan. In all 10 states, personal income increased at above- average rates, and in six states, population increased at above-average rates. Population increased at below-average rates in Massachusetts, Michigan, and South Carolina, and it decreased in Rhode Island. In the seven East Coast states of Rhode Island, Massachusetts, New Hampshire, Delaware, South Carolina, Florida, and North Carolina, large increases in dividend, interest, and rental income contributed to personal income growth. Increases in transfer payments were also large in Rhode Island, Delaware, South Carolina, and North Carolina (see table 2). In all these seven states, substantial earnings increases in services and wholesale trade also contributed to personal income growth. In most of these states, increases in earnings were large in mining and in finance, insurance, and real estate. Earnings increases also were large in retail trade in Delaware, South Carolina, and North Carolina, in farming in Rhode Island and Florida, in durable goods manufacturing and in transportation and public utilities in South Carolina, and in construction in Delaware (see table 3). In New Mexico, Oregon, and Michigan, earnings in services increased substantially. In Oregon and Michigan, earnings increases were large in durable goods manufacturing, in wholesale trade, and in construction. Earnings increases were also large in retail trade and nondurable goods manufacturing in New Mexico, in mining in Oregon, and in farming in Michigan. Oregon and Michigan had large increases in dividend, interest, and rental income, and New Mexico had a large increase in transfer payments. Slowest growing states For the 11 states with the slowest growth in per capita income in 1995, growth ranged from 2.3 percent in North Dakota to 4.2 percent in Idaho and Nevada. Nine of these 11 states were in the Plains, Rocky Mountain, and Far West regions; the exceptions were Maryland and Oklahoma. In most of these 11 states, personal income increased at below-average rates, and population either decreased or increased at below-average rates. In Idaho and Nevada, slow per capita income growth reflected above-average population growth that largely offset above-average personal income growth. In Montana, Oklahoma, Iowa, Wyoming, South Dakota, and North Dakota, substantial declines in farm earnings dampened personal income growth. In most of these states, earnings either declined or increased little in nondurable goods manufacturing, in construction, in mining, and in government. Earnings either declined or increased little in durable goods manufacturing and in finance, insurance, and real estate in Montana, Oklahoma, and Wyoming, and in transportation and public utilities in Oklahoma and Wyoming. In Maryland, Alaska, and Hawaii, earnings either declined or increased little in construction, in finance, insurance, and real estate, in transportation and public utilities, and in government. In Maryland and Hawaii, earnings either declined or increased little in both durable and nondurable goods manufacturing and in farming. Earnings increased little in retail trade in Maryland and in wholesale trade in Hawaii; earnings declined in mining in Alaska. Rankings of states by the level of per capita income The ranking of states by per capita income changed little between 1994 and 1995. Revisions The state personal income estimates for 1969-95 have been revised to incorporate the comprehensive revision of the national income and product accounts (NIPA) that was released on January 19, 1996. Such revisions are done about every five years. Comprehensive revisions differ from annual revisions because of the scope of the changes and because of the number of years subject to revision. Comprehensive revisions incorporate three major types of improvements: (1) Definitional and classificational changes that update the accounts to portray more accurately the evolving U.S. economy, (2) statistical changes that update the national and regional accounts to reflect the introduction of new and improved methodologies and the incorporation of newly available and revised source data, and (3) presentational changes that update the tables to reflect definitional, classificational, and statistical changes and to make the tables more informative. The revised state personal income estimates reflect mainly type (2) improvements -- statistical changes. They also reflect the incorporation of state and local area source data that are available less frequently than biennially -- for example, data from a quinquennial census of agriculture. Limited type (3) improvements -- presentational changes -- also have been made. The upward revisions to personal income for the nation were 1.6 percent in 1994 and 1.8 percent in 1995. These revisions were primarily due to changes in the estimates of depreciation, which mostly affected rental income. The largest revisions to personal income for a state were for Delaware -- upward revisions of 8.1 percent in 1994 and 8.9 percent in 1995. The revisions for Delaware were mostly to earnings and reflected newly available source data and new methodologies. Rental income was also revised up. The 1994-95 personal income growth rate for the nation was revised from 6.0 percent to 6.2 percent. The 1994-95 per capita personal income growth rate was revised from 5.0 percent to 5.3 percent. Definitions Personal income is the income received by all persons from all sources, that is, from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of earnings (private and government wage and salary disbursements, other labor income, and farm and nonfarm proprietors' income), rental income of persons, personal dividend income, personal interest income, and transfer payments, less personal contributions for social insurance. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes). The personal income level for the United States in this release is derived as the sum of the state estimates; it differs from the NIPA estimate of personal income because, by definition, it omits the earnings of federal civilian and military personnel stationed abroad and of U.S. residents employed abroad temporarily by private U.S. firms. It can also differ from the NIPA estimate because of different revision schedules. Per capita personal income is the annual total personal income of residents divided by resident population as of July 1. In this release, a percent increase in a component of personal income in a state or a percent increase in an industry's earnings in a state that is more than the percent increase in personal income in the state is referred to as a "large increase".
