EDT, FRIDAY, SEPTEMBER 19, 1997 Duke Tran: (202) 606-5344 (Analysis) BEA 97-29 Kathy Albetski: 606-5360 (Estimates) STATE PER CAPITA PERSONAL INCOME GROWTH IN 1996 Forty-eight states had increases in per capita personal income in 1996 that were above the nation's inflation rate, according to revised estimates released by the Commerce Department's Bureau of Economic Analysis. The five states with the fastest growth in per capita income were in the Plains region. In these states -- North Dakota, South Dakota, Iowa, Nebraska, and Minnesota -- farm earnings in 1996 rebounded from low levels in 1995. For the nation, per capita income was $24,426 in 1996, up from $23,348 in 1995 (see table 1). The 4.6-percent increase in per capita income was nearly double the 2.4-percent increase in prices paid by U.S. consumers, as measured by the price index for personal consumption expenditures. All states except Alaska and Hawaii had increases in per capita income that exceeded the increase in prices. Fastest growing states North Dakota, South Dakota, Iowa, Nebraska, and Minnesota were the states with the fastest growth in per capita income; increases in per capita income in these states ranged from 10.6 percent to 6.7 percent. In all five states, increases in personal income were more than the U.S. average, and increases in population were less than or equal to the U.S. average (see tables 2 and 3). In all five states, large increases in farm earnings, mainly reflecting a high level of corn production in 1996 following a low level in 1995, boosted personal income growth. In North Dakota, wheat production was also strong. In most of these states, earnings increases were also strong in construction. Other fast growing industries included durable goods manufacturing in South Dakota, services in Nebraska, and services, wholesale trade, and finance, insurance, and real estate in Minnesota (see table 5). Slowest growing states Alaska, Hawaii, Wyoming, Tennessee, and New Mexico were the states with the slowest growth in per capita income; increases in per capita income in these states ranged from 0.9 percent to 3.2 percent. In all five states, increases in personal income were less than the U.S. average, and except in Tennessee and New Mexico, increases in population were less than the U.S. average. In all five states, earnings in government either declined or grew slowly. In Alaska, earnings declined in farming, construction, manufacturing, transportation and public utilities, and government. In Hawaii, earnings either declined or were unchanged in farming, mining, durable goods manufacturing, wholesale trade, and government. In Wyoming, earnings declined in farming, mining, and transportation and public utilities. In New Mexico, construction earnings also declined. Ranking of states by the level of per capita income The ranking of states by per capita income changed little between 1995 and 1996. Only three states -- Iowa, Minnesota, and North Dakota -- increased more than two positions in rank; three other states -- Alaska, Hawaii, and Idaho -- declined more than two positions in rank. In 1996, Alaska's per capita income ($24,398) was below the U.S. average ($24,426) for the first time since it became a state in 1959. Alaska, which had consistently ranked among the top 10 states from 1959 to 1991, ranked 11th in 1992, 10th in 1993 and 1994, 14th in 1995, and 19th in 1996. Definitions Personal income is the income received by all persons from all sources, that is, from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings by place of residence is earnings by place of work -- the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income -- less personal contributions for social insurance, plus an adjustment for residence. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes). The personal income level for the United States in this release is derived as the sum of the state estimates; it differs from the national income and product accounts (NIPA) estimate of personal income because, by definition, it omits the earnings of federal civilian and military personnel stationed abroad and of U.S. residents employed abroad temporarily by private U.S. firms. It can also differ from the NIPA estimate because of different revision schedules.
