Albetski: 606-5360 (Estimates) 1996 LOCAL AREA PERSONAL INCOME Personal Income and Per Capita Personal Income For Counties and Metropolitan Areas Personal income in nonmetropolitan counties grew 5.7 percent in 1996, slightly faster than the 5.5 percent growth in metropolitan counties, according to estimates released today by the Commerce Department's Bureau of Economic Analysis. In 1995, personal income increased 5.1 percent in nonmetro counties and 6.5 percent in metro counties. The faster personal income growth in nonmetro counties reflected a sharp recovery of farm personal income in 1996, primarily in the Plains and Great Lakes regions, from the depressed levels of 1995. The growth of nonfarm sources of personal income--especially nonfarm proprietors' income and the sum of dividends, interest, and rent--decelerated from 1995 to 1996 in both nonmetro and metro counties. The large increase of farm personal income in 1996 more than offset the deceleration in nonmetro counties but had little effect on the growth of personal income in metro counties; farm personal income is a much higher proportion of personal income in nonmetro counties than in metro counties. In 1996, personal income grew faster in nonmetro counties than in metro counties in only two of the eight BEA regions--Plains and Great Lakes. In the Plains region, personal income in nonmetro counties grew by 8.7 percent compared with 6.1 percent in metro counties. This differential in growth rates of 2.6 percentage points more than accounted for the differential in growth rates of 0.2 percentage point for the nation. In the Great Lakes region, personal income in nonmetro counties grew by 5.2 percent compared with 4.7 percent in nonmetro counties. The estimates for 1996 are released for the first time. The estimates incorporate the annual revision and the completion of the comprehensive revision of state personal income released in September 1997. Taken together, the nation's metropolitan areas comprise 828 counties and accounted for 80 percent of the nation's population and 85 percent of its personal income in 1996. The remainder of this release discusses the metro areas with the fastest and slowest personal income growth and the metro areas with the highest and lowest per capita personal income. Metropolitan areas with fastest personal income growth in 1996 Eight of the ten metro areas with the fastest growth of personal income from 1995 to 1996 were in the Southeast, Southwest and Far West regions. Three of the areas were in Florida, and two were in California. Taken together, these ten areas had 3.1 percent of the nation's personal income in 1996 but accounted for 5.0 percent--or more than $17 billion--of the $ 342 billion national increase in personal income. The rapid growth in 1996 in four of the areas reflects special factors. In Merced and Fargo-Moorhead, the rapid growth in 1996 reflected sharp increases in farm income from low levels in 1995; Merced was the only metro area with a decline in personal income 1995. In Panama City and Fort Walton Beach, the rapid growth reflected sharp increases in rental income of persons to normal levels; in 1995, declines in rental income in those areas reflected the damage to structures caused by Hurricane Opal. Metropolitan areas with slowest personal income growth in 1996 The ten metro areas with the slowest growth or a decrease in personal income in 1996 were widely dispersed throughout the nation. Taken together, these ten areas had 0.9 percent of the nation's personal income in 1996 but accounted for only 0.3 percent--or less than $1 billion--of the $342 billion national increase in personal income. The contrast is especially strong for Yuma and Flint, which had growth rates of personal income from 1990 to 1995 much greater than the national growth rate. The decline in personal income in Yuma during 1996 reflected a sharp decline in farm income from an extraordinarily high level in 1995; in that year, Yuma had the fastest growth in personal income among all the nation's metro areas. The other areas with slow growth of personal income in 1996 also experienced declines or slow growth of earnings in locally important industries. In Flint, Gadsden, Terre Haute, and Utica-Rome, manufacturing declined, and in Alexandria, Cheyenne, Honolulu, and Utica-Rome, state government declined. Metropolitan areas with highest and lowest 1996 per capita personal income The ten metro areas with the highest per capita personal income in 1996 were generally large in terms of personal income and population; taken together, they accounted for 7.4 percent of the nation's personal income and 5.0 percent of its population. All ten of the areas were located on the east or west coasts. Six of the areas are components of the metropolitan complex centered on New York City, and two are components of the metropolitan complex centered on San Francisco. All of these areas ranked among the ten highest in per capita personal income in 1995, and nine of them ranked among the ten highest in 1990. The exception was San Jose, CA, which ranked 11th in 1990. Nine of the ten areas were located in the Southwest or Southeast regions, and the six lowest ranking areas were located on the Mexican border. Most of the ten areas have been among the lowest in per capita personal income for many years; although not in the same order, the same areas were the lowest in 1990. Definitions Personal income is the income received by all persons from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings by place of residence is earnings by place of work -- the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income -- less personal contributions for social insurance, plus an adjustment for residence. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes). The personal income level for the United States in this release is derived as the sum of the county estimates; it differs from the national income and product account (NIPA) estimate of personal income because, by definition, it omits the earnings of federal civilian and military personnel stationed abroad and of U.S. residents employed abroad temporarily by private U.S. firms. It can also differ from the NIPA estimate because of different revision schedules. Farm personal income is equivalent to farm earnings. Nonfarm personal income is personal income less farm personal income. Per capita personal income is personal income divided by the resident population as of July 1. The metropolitan area definitions used by BEA for its personal income estimates are the county-based definitions issued by the Office of Management and Budget (OMB) for federal statistical purposes. OMB's general concept of a metropolitan area is that of a geographic area consisting of a large population nucleus together with adjacent communities having a high degree of economic and social integration with the nucleus. OMB recognizes two sets of metropolitan areas in the New England region. The first set is defined in terms of cities and towns; the second set, which is used for the estimates presented here, consists of the 12 New England county metropolitan statistical areas (NECMA's). Outside of the New England region, the metropolitan areas consist of 58 primary metropolitan statistical areas (PMSA's) and 245 metropolitan statistical areas (MSA's). The PMSA's and one NECMA are grouped into 17 consolidated metropolitan statistical areas (CMSA's). The 315 metropolitan areas discussed in the text of this release consist of the MSA's, PMSA's, and NECMA's. Its 1995 population of 1,434,359 ranked 39th in the nation. PER CAPITA PERSONAL INCOME In 1995, Columbus had a per capita personal income (PCPI) of $24,132. This PCPI ranked 68th in the United States and was 104.0 percent of the national average, $23,196. In 1985, the PCPI of Columbus was $14,262 and ranked 91st in the United States. The average annual growth rate of PCPI over the past 10 years was 5.4 percent. The average annual growth rate for the nation was 4.9 percent. TOTAL PERSONAL INCOME In 1995, Columbus had a total personal income (TPI) of $34,614,364*. This TPI ranked 39th in the United States. In 1985, the TPI of Columbus was $17,991,542* and ranked 41st in the United States. The average annual growth rate of TPI over the past 10 years was 6.8 percent. The average annual growth rate for the nation was 5.9 percent. COMPONENTS OF TOTAL PERSONAL INCOME Total personal income (TPI) includes the earnings (wages and salaries, other labor income, and proprietors' income); dividends, interest, and rent; and transfer payments received by the residents of Columbus. In 1995, earnings were 70.4 percent of TPI (compared with 71.1 percent in 1985); dividends, interest, and rent were 14.5 percent (compared with 15.2 percent in 1985); and transfer payments were 15.1 percent (compared with 13.7 percent in 1985). From 1985 to 1995, earnings increased on average 6.7 percent each year; dividends, interest, and rent increased on average 6.3 percent; and transfer payments increased on average 7.7 percent. EARNINGS BY INDUSTRY Earnings of persons employed in Columbus increased from $14,010,979* in 1985 to $26,802,726* in 1995, an average annual growth rate of 6.7 percent. The largest industries in 1995 were services, 25.6 percent of earnings; state and local government, 13.8 percent; and retail trade, 12.3 percent. In 1985, the largest industries were services, 21.7 percent of earnings; durable goods manufacturing, 14.8 percent; and state and local government, 13.4 percent. Of the industries that accounted for at least 5 percent of earnings in 1995, the slowest growing from 1985 to 1995 was durable goods manufacturing (9.9 percent of earnings in 1995), which increased at an average annual rate of 2.5 percent; the fastest was finance, insurance, and real estate (10.2 percent of earnings in 1995), which increased at an average annual rate of 9.0 percent. * All income with the exception of PCPI are in thousands of dollars.
