In North Dakota, a substantial decline in earnings in farming, mainly reflecting a drop in wheat production, more than accounted for a decline in personal income . For the nation, per capita income in 1997 was $25,598, up from $24,436 in 1996 (see table 1). By state, per capita income ranged from $36,263 in Connecticut to $18,272 in Mississippi (see map). The ranking of states by per capita income changed little between 1996 and 1997 (see table 4). Only two states Texas and Louisiana increased more than two positions in rank; two other states Hawaii and North Dakota declined more than two positions in rank. State personal income For the nation, personal income increased $371.0 billion (see table 5). Nearly three-fifths of the increase was accounted for by three regions -- the Southeast, Far West, and Mideast (see chart). Within these regions, the increase in personal income was largely accounted for by these states: Florida, Georgia, North Carolina, and Virginia in the Southeast; California in the Far West; and New York and Pennsylvania in the Mideast. More than two-thirds of the $371.0 billion increase in U.S. personal income was in net earnings (see "Definitions" on page 5), which increased $253.0 billion. Dividends, interest, and rent increased $64.8 billion, and transfer payments increased $53.2 billion. U.S. earnings by place of work increased in each major industry except farming, where proprietors' income declined. More than three-fifths of the increase was accounted for by services, by manufacturing, and by finance, insurance, and real estate (see table 6). Nearly three-fifths of the increase in U.S. earnings in services was accounted for by the Southeast, Far West, and Mideast regions. Within these regions, the increase was largely accounted for by these states: Florida, Georgia, and Virginia in the Southeast; California in the Far West; and New York and Pennsylvania in the Mideast. Three-fifths of the increase in U.S. earnings in manufacturing was accounted for by the Far West, Great Lakes, and Southwest regions. Within these regions, the increase was largely accounted for by these states: California in the Far West; Illinois and Ohio in the Great Lakes; and Texas in the Southwest. More than three-fifths of the increase in U.S. earnings in finance, insurance, and real estate was accounted for by the Mideast, Southeast, and Far West regions. Within these regions, the increase was largely accounted for by these states: New York in the Mideast; Florida, Georgia, and North Carolina in the Southeast; and California in the Far West. States with the fastest and the slowest personal income growth For the nation, personal income grew 5.7 percent in 1997. Except for North Dakota, where personal income declined 1.3 percent, all states had growth rates in personal income that exceeded the 2.0-percent rate of increase in prices paid by U.S. consumers (as measured by the price index for personal consumption expenditures). The rates of growth in personal income ranged from 7.9 percent in Texas to a decline of 1.3 percent in North Dakota. The states with the fastest rates of growth in personal income were Texas (7.9 percent), Nevada (7.7 percent), Arizona (7.7 percent), Utah (7.6 percent), and Washington (7.4 percent). In all five fastest growing states, the major contributor to the growth in personal income was earnings in services. In Texas, Arizona, and Washington, earnings in manufacturing contributed substantially. In Nevada, earnings in construction contributed substantially. In Utah, earnings in government and retail trade contributed substantially. In addition, in all five fastest growing states, dividends, interest, and rent and transfer payments contributed substantially to the growth in personal income. The states with the slowest rates of growth in personal income were North Dakota (-1.3 percent), Hawaii (2.7 percent), South Dakota (3.4 percent), Iowa (3.6 percent), and Alaska (3.6 percent). In North Dakota, a substantial decline in earnings in farming more than accounted for the decline in personal income. In South Dakota and Iowa, declines in earnings in farming substantially dampened personal income growth. In Hawaii, earnings declined in construction. In Alaska, earnings declined in mining. Definitions Personal income is the income received by all persons from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings by place of residence is earnings by place of work -- the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income -- less personal contributions for social insurance, plus an adjustment for residence. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes). The personal income level for the United States in this release is derived as the sum of the state estimates; it differs from the national income and product accounts (NIPA) estimate of personal income because, by definition, it omits the earnings of federal civilian and military personnel stationed abroad and of U.S. residents employed abroad temporarily by private U.S. firms. It can also differ from the NIPA estimate because of different revision schedules. Per capita personal income is the annual total personal income of residents divided by resident population as of July 1. * * * The preliminary annual estimates of state personal income for 1997 are derived from the average of BEA's quarterly state personal income estimates for 1997.
