EST, TUESDAY, OCTOBER 28, 1997 Duke Tran: (202) 606-5344 (Analysis) BEA 97-32 Marian Sacks: 606-9274 (Estimates) STATE PERSONAL INCOME: SECOND QUARTER 1997 Arkansas, Arizona, Nevada, and Delaware led the nation in personal income growth in the second quarter of 1997, according to estimates released by the Commerce Department's Bureau of Economic Analysis. In these states, earnings growth was generally strong in finance, insurance, and real estate, construction, and wholesale trade. For the nation, personal income increased 1.2 percent in the second quarter of 1997. All 50 states had increases in personal income that were more than the 0.2-percent increase in prices paid by U.S. consumers (as measured by the price index for personal consumption expenditures). Fastest growing states Arkansas (2.3 percent), Arizona (2.1 percent), Nevada (2.1 percent), and Delaware (2.1 percent) had the fastest growth in personal income in the second quarter of 1997. In each of these states, earnings grew rapidly in finance, insurance, and real estate and, except in Delaware, in construction, wholesale trade, and farming. Slowest growing states Hawaii (0.5 percent), Oklahoma (0.5 percent), Wyoming (0.6 percent), and Nebraska (0.7 percent) had the slowest growth in personal income in the second quarter of 1997. In each of these states, earnings declined or grew slowly in construction, retail trade, and, except in Nebraska, in durable goods manufacturing. Earnings also declined in finance, insurance, and real estate, mainly reflecting a step-down in bonus payments from a high level in the first quarter of 1997. Earnings declined in transportation and public utilities and grew slowly in nondurable goods manufacturing, wholesale trade, and government. * In Nebraska, earnings was unchanged in government, declined in mining, and grew slowly in wholesale trade. In addition, dividends, interest, and rent grew slowly. Definitions Personal income is the income received by all persons from all sources, that is, from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings by place of residence is earnings by place of work -- the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income -- less personal contributions for social insurance, plus an adjustment for residence. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes). The personal income level for the United States in this release is derived as the sum of the state estimates; it differs from the national income and product accounts (NIPA) estimate of personal income because, by definition, it omits the earnings of federal civilian and military personnel stationed abroad and of U.S. residents employed abroad temporarily by private U.S. firms.
