STATE PERSONAL INCOME: SECOND QUARTER 2000

Nevada, Delaware, Iowa, Michigan, Wisconsin, and Utah had the fastest growth in personal income in the nation in the second quarter of 2000, according to estimates released by the Bureau of Economic Analysis, Commerce Department. Rapid growth in net earnings boosted personal income growth in these states (see table 1).

For the nation, personal income grew 1.7 percent in the second quarter. Prices paid by U.S. consumers (as measured by the price index for personal consumption expenditures) increased 0.5 percent. In the second quarter, all 50 states had growth rates in personal income that equaled or were above the 0.5-percent increase in prices; personal income grew 0.3 percent in the District of Columbia.

In the second quarter of 2000, the six states with the fastest growth in personal income were Nevada (2.5 percent), Delaware (2.4 percent), Iowa (2.4 percent), Michigan (2.3 percent), Wisconsin (2.2 percent), and Utah (2.2 percent). In Nevada, Michigan, and Utah, second-quarter growth was a continuation of recent growth patterns; in contrast, in Delaware, Iowa, and Wisconsin, second-quarter growth was a rebound from particularly low (or negative) first-quarter growth. From the second quarter of 1999 to the second quarter of 2000, a similar pattern emerges: Personal income grew at above-average rates in Nevada, Michigan, and Utah, and at below-average rates in Delaware, Iowa, and Wisconsin (see table below and table 4).

As a group, these six states accounted for 7.9 percent of U.S. personal income but contributed 10.8 percent of the $136-billion of U.S. growth in the second quarter. The fast growth of second-quarter personal income in all six states primarily reflected strength in net earnings. Dividends, interest, and rent also contributed significantly to personal income growth in Nevada.

By industry, earnings in services; manufacturing; and government were among the major contributors to growth in earnings by place of work in these states. The earnings growth in government partly reflected hiring of temporary workers for the Census 2000. In addition:

  • In Nevada, earnings in finance, insurance, and real estate; transportation and public utilities; and retail trade also contributed substantially to earnings growth. The growth in services and retail trade mainly reflected strength in tourism-related industries.
  • In Delaware, earnings in finance, insurance, and real estate also contributed substantially.
  • In Iowa, earnings in farms; transportation and public utilities; and construction also contributed substantially. The strength in farm earnings partly reflected timing of federal subsidy payments for oilseed commodities.
  • In Wisconsin, earnings in transportation and public utilities and farms also contributed substantially. The strength in farm earnings partly reflected timing of federal subsidy payments for dairy products and oilseed commodities.
  • In Utah, earnings in transportation and public utilities also contributed substantially.

States with the slowest growth in personal income

In the second quarter of 2000, the six states with the slowest growth in personal income were Connecticut (0.5 percent), Arizona (0.7 percent), North Dakota (0.8 percent), New Hampshire (0.8 percent), Massachusetts (1.0 percent), and Wyoming (1.0 percent). Except for North Dakota, personal income growth in these States slowed substantially from the first quarter and was well below recent trends. From the second quarter of 1999 to the second quarter of 2000, personal income grew at above-average rates in Arizona, New Hampshire, and Massachusetts, and at below-average rates in Connecticut, North Dakota, and Wyoming (see table below and table 4).

The slow growth in personal income in these states primarily reflected weakness in net earnings. As a group, these six states accounted for 7.0 percent of U.S. personal income but contributed 3.2 percent of the $136-billion of U.S. growth in the second quarter.

In Connecticut, Arizona, New Hampshire, and Massachusetts, slow growth in earnings by place of work reflected reductions in lump-sum payments — bonuses and other nonregular payments — from unusually high levels in the first quarter of 2000. This volatility of lump-sum payments also affected growth patterns in six other states to lesser degrees.

  • In Connecticut, a large decline in earnings in retail trade, mainly reflecting a reduction in lump-sum payments, was the major contributor to the slow growth in earnings by place of work. In addition, a decline in manufacturing earnings also contributed to the slow growth.
  • In Arizona, a large decline in earnings in services, mainly reflecting a reduction in lump-sum payments, was the major contributor to the slow growth.
  • In North Dakota, declines in earnings in construction; farms; and government were the major contributors to slow growth in earnings. The decline in construction reflected completion of a pipeline; the decline in farms partly reflected reductions in livestock cash receipts.
  • In New Hampshire, a large decline in manufacturing earnings, mainly reflecting a reduction in lump-sum payments, was the major contributor to the slow growth.
  • In Massachusetts, a large decline in earnings in finance, insurance, and real estate, mainly reflecting a reduction in lump-sum payments, was the major contributor to the slow growth.
  • In Wyoming, earnings declines in construction; government; farms; and wholesale trade contributed to the slow growth.

Definitions

Personal income is the income received by all persons from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings is earnings by place of work — the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income — less personal contributions for social insurance, plus an adjustment to convert earnings by place of work to a place-of-residence basis. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes).

The estimate of personal income in the United States is derived as the sum of the state estimates; it differs from the estimate of personal income in the national income and product accounts (NIPA's) because of differences in coverage, in the methodologies used to prepare the estimates, and in the timing of the availability of source data.
