1997 Local Area Personal Income for counties, metropolitan areas, and nonmetropolitan areas
1997 LOCAL AREA PERSONAL INCOME
For Counties, Metropolitan Areas, and Nonmetropolitan Areas
Personal income in metropolitan counties grew 5.8 percent in 1997, substantially faster than the 4.7 percent growth of personal income in nonmetropolitan counties, according to estimates released today by the Commerce Department's Bureau of Economic Analysis. The faster metro county growth in 1997 reversed the pattern in 1996, when personal income grew 5.7 percent in metro counties and 6.1 percent in nonmetro counties.
Although wages and salaries grew faster in metro counties than in nonmetro counties in both 1996 and 1997, farm proprietors' incomewhich is a much higher proportion of personal income in nonmetro than in metro countiesdecreased less in metro than in nonmetro counties in 1997 after increasing less than in nonmetro counties in 1996. Among the other components of personal income, transfer payments grew slightly faster in nonmetro counties than in metro counties in both 1996 and 1997.

In 1997, personal income grew faster in metro counties than in nonmetro counties in all eight BEA regions. In 1996, personal income grew faster in metro counties than in nonmetro counties in all of the regions except the Great Lakes and Plains; however, the faster nonmetro growth in the Plains and, to a lesser extent, in the Great Lakes more than offset the faster metro growth rates in the other regions.

The estimates of local area personal income released today, which incorporate the annual revision of state personal income released in September 1998, include revisions for 198296. The estimates for 1997 are released for the first time. The revisions had little effect on the estimates of the 1996 growth in personal income in metro and nonmetro counties in any of the BEA regions.
Taken together, the metropolitan areas comprise 829, or 27 percent, of the Nation's 3,110 counties and accounted for 80 percent of the Nation's population and 85 percent of its personal income in 1997. The remainder of this release discusses the metro areas with the fastest and slowest personal income growth and the metro areas with the highest and lowest per capita personal income.
Metropolitan areas with fastest personal income growth in 1997
Eight of the ten metro areas with the fastest growth of personal income from 1996 to 1997 were in the Southwest and Far West regions. Five of the areas were in Texas, and two were in California. Taken together, these ten areas had 4.7 percent of the Nation's personal income in 1997 and accounted for more than $28 billion of the $363 billion national increase in personal income.

In all 10 of these areas, the fast growth in personal income in 1997 continued the pattern of above-average growth in 1996. In eight of these areas, the rate of growth in personal income from 1995 to 1996 exceeded the national growth rate by 1.7 percentage point or more, and in all of the areas, the rate of growth in personal income in 1997 exceeded the rate of growth in 1996. Austin-San Marcos and San Jose were among the 10 areas with the fastest personal income growth in 1996.
Metropolitan areas with slowest personal income growth in 1997
The ten metro areas with the slowest growth or a decline in personal income in 1997 include a pair of adjacent areas in eastern Washington (Yakima and Richland-Kennewick-Pasco) and another adjacent pair on the Ohio-West Virginia border (Steubenville-Weirton and Wheeling). Taken together, the ten slowest growing areas had 0.9 percent of the Nation's personal income in 1997 and accounted for less than $1 billion of the $363 billion national increase in personal income.

In six of the ten slow-growing areas, the growth in personal income in 1996 was also slow, and in eight of the areas, the of rate of growth in 1997 was slower than in 1996. Flint and Honolulu were among the 10 slowest growing areas in 1996. Dover, Grand Forks, and Yakima experienced sharp reversals in personal income growth rates from 1996 to 1997. In Dover, dividends, interest and rent grew sharply in 1996, and manufacturing earnings declined substantially in 1997. In Grand Forks and Yakima, farm proprietors' income grew sharply in 1996 and declined sharply in 1997.
Metropolitan areas with highest and lowest 1997 per capita personal income
The ten metro areas with the highest per capita personal income in 1997 were generally large in terms of personal income and population; taken together, they accounted for 7.5 percent of the nation's personal income and 5.0 percent of its population. All ten of the areas were located on the east or west coasts. Six of the areas are parts of the metropolitan complex centered on New York City, and two are parts of the metropolitan complex centered on San Francisco. All of these areas ranked among the ten highest in per capita personal income in 1996, and seven of them had a percent increase in per capita personal income greater than or equal to the national increase in 1997.

Most of the ten areas with the lowest per capita personal income in 1997 were small in terms of personal income and population; taken together, they accounted for 0.6 percent of the nation's personal income and 1.1 percent of its population. Eight of the ten areas were located in the Southwest or Southeast regions, and the six lowest ranking areas were located on the Mexican border. All of these areas except Visalia-Tulare-Porterville were among the 10 lowest in per capita personal income in 1996, and seven of them had a percent increase in per capita personal income less than the national increase in 1997.

Personal income is the income received by all persons from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings is earnings by place of work the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income less personal contributions for social insurance, plus an adjustment to convert earnings by place of work to a place-of-residence basis. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes).
The estimate of personal income for the United States is derived as the sum of the county estimates; it differs from the estimate of personal income in the national income and product accounts (NIPA's) because of differences in coverage, in the methodologies used to prepare the estimates, and in the timing of the availability of source data.
Per capita personal income is personal income divided by the resident population as of July 1.
The metropolitan area definitions used by BEA for its personal income estimates are the county-based definitions issued by the Office of Management and Budget (OMB) for federal statistical purposes. OMB's general concept of a metropolitan area is that of a geographic area consisting of a large population nucleus together with adjacent communities having a high degree of economic and social integration with the nucleus. OMB recognizes two sets of metropolitan areas in the New England region. The first set is defined in terms of cities and towns; the second set, which is used for the estimates presented here, consists of the 12 New England county metropolitan statistical areas (NECMA's). Outside of the New England region, the metropolitan areas consist of 58 primary metropolitan statistical areas (PMSA's) and 246 metropolitan statistical areas (MSA's). The MSA's include Missoula, MT, which was first recognized as an MSA by OMB in June 1998. The PMSA's and one NECMA are grouped into 17 consolidated metropolitan statistical areas (CMSA's). The 316 metropolitan areas discussed in the text of this release consist of the MSA's, PMSA's, and NECMA's. The estimates for all of the areas, including the 17 CMSA's, are shown in Table 1.

Columbus is one of the 316 metropolitan areas in the United States. Its 1997 population of
1,456,440 ranked 41st in the nation.
PER CAPITA PERSONAL INCOME
In 1997, Columbus had a per capita personal income (PCPI) of $25,728. This PCPI ranked 75th
in the United States and was 102 percent of the national average, $25,288. In 1987, the PCPI of
Columbus was $15,812 and ranked 89th in the United States. The average annual growth rate of
PCPI over the past 10 years was 5.0 percent. The average annual growth rate for the nation was
4.7 percent.
TOTAL PERSONAL INCOME
In 1997, Columbus had a total personal income (TPI) of $37,471,060*. This TPI ranked 41st in
the United States. In 1987, the TPI of Columbus was $20,420,736* and ranked 41st in the United
States. The average annual growth rate of TPI over the past 10 years was 6.3 percent. The
average annual growth rate for the nation was 5.8 percent.
COMPONENTS OF TOTAL PERSONAL INCOME
Total personal income (TPI) includes the earnings (wages and salaries, other labor income, and
proprietors' income); dividends, interest, and rent; and transfer payments received by the residents
of Columbus. In 1997, earnings were 71.7 percent of TPI (compared with 71.9 percent in 1987);
dividends, interest, and rent were 13.8 percent (compared with 14.4 percent in 1987); and transfer
payments were 14.6 percent (compared with 13.7 percent in 1987). From 1987 to 1997, earnings
increased on average 6.2 percent each year; dividends, interest, and rent increased on average 5.8
percent; and transfer payments increased on average 6.9 percent.
EARNINGS BY INDUSTRY
Earnings of persons employed in Columbus increased from $16,087,319* in 1987 to
$29,615,132* in 1997, an average annual growth rate of 6.3 percent. The largest industries in
1997 were services, 26.3 percent of earnings; state and local government, 13.5 percent; and retail
trade, 12.1 percent. In 1987, the largest industries were services, 23.1 percent of earnings; state
and local government, 13.6 percent; and durable goods manufacturing, 12.1 percent. Of the
industries that accounted for at least 5 percent of earnings in 1997, the slowest growing from
1987 to 1997 was durable goods manufacturing (9.1 percent of earnings in 1997), which
increased at an average annual rate of 3.4 percent; the fastest was finance, insurance, and real
estate (11.1 percent of earnings in 1997), which increased at an average annual rate of 8.1
percent.

The personal income level shown for the United States is derived as the sum of the county estimates; it differs from the national income and product accounts (NIPA's) because of differences in coverage, in the methodologies used to prepare the estimates, and in the timing of source data. In particular, it differs from the NIPA estimate because, by definition, it omits the earnings of Federal civilian and military personnel stationed abroad and of U.S. residents employed abroad temporarily by private U.S. firms.
