BEA has eliminated the annual BE-15 filing requirement for minority-owned U.S. affiliates that previously reported on the 15B or 15C forms, beginning with the 2025 survey year. A minority-owned U.S. affiliate is a U.S. affiliate in which the combined direct and indirect voting interest of all foreign parents of the U.S. affiliate is 50 percent or less.
BEA has eliminated the annual BE-11 filing requirement for minority-owned foreign affiliates, beginning with the 2025 survey year. The BE-11C form was required to be reported for minority-owned foreign affiliates whose assets, sales or gross operating revenues, or net income (loss) exceed $60 million.

All foreign affiliates with $25 million or less in assets, sales, and net income should be reported on the new web-based BE-10D form.
The fastest way to file your report is using BEA’s secure eFile system, which also provides access to your filing history. You may also fax your completed survey forms to the designated survey fax line. If you are unable to use eFile or fax your completed report, BEA also provides a mailing address on the first page of your form. Please be advised that survey filing deadlines are based on receipt of your completed report by BEA. Please allow sufficient time for your report to be delivered.

Certain private funds are exempt from BE-577 reporting. For more information on reporting requirements for private funds, visit www.bea.gov/privatefunds. If this entity received a notice to file the BE-577 survey from BEA and meets the criteria of a private fund at the link above, complete questions 1–4 on page 1 of the BE-577 form as well as question 29C in Part V (Certification of Exemption). If this entity did NOT receive a notice to file from BEA and is exempt from the BE-11 Annual Survey of U.S. Direct Investment Abroad, no action is necessary.
No, do not include dividend income from subsidiaries except for those owned less than 20 percent. The net income of the foreign affiliate that is directly-owned by the U.S. reporter should include the income of subsidiaries on an equity basis in the net income they report to BEA.
Please select option 3 (Affiliate was merged or reorganized) in question 8 AND provide as much information about the restructuring as possible in the remarks box on page 4. If this affiliate is now owned by another foreign affiliate, select indirect in question 10 and provide the BEA ID or name and country of location of the new foreign parent in question 11 (see examples 1 and 2 on page 2).
