STATE PERSONAL INCOME, FIRST QUARTER 2000
Vermont, Alaska, and three Southeast states North Carolina, Georgia, and Florida had the fastest growth in personal income in the first quarter of 2000, according to estimates released by the Commerce Department's Bureau of Economic Analysis (BEA). Five Plains states North Dakota, Nebraska, Kansas, South Dakota, and Iowa had declines in personal income.
For the nation, personal income grew 1.6 percent in the first quarter after growing 1.9 percent in the fourth quarter of 1999. Prices paid by U.S. consumers (as measured by the price index for personal consumption expenditures) increased 0.9 percent in the first quarter after increasing 0.6 percent in the fourth quarter. In the first quarter, 40 states and the District of Columbia had growth rates in personal income that were above the 0.9-percent increase in prices.
States with the fastest growth in personal income
In the first quarter of 2000, the five states with the fastest growth in personal income were Vermont (2.9 percent), North Carolina (2.6 percent), Alaska (2.5 percent), Georgia (2.4 percent), and Florida (2.4 percent). The fast growth in these states primarily reflected strength in net earnings. As a group, these five states accounted for 11.1 percent of U.S. personal income but contributed 16.9 percent of the $127-billion of U.S. growth in the first quarter.

By industry, in North Carolina, Georgia, and Florida, earnings in services was the major contributor to growth in earnings by place of work. Also contributing substantially to earnings growth in these three states was an increase in government, partly reflecting a pay raise for federal civilian and military personnel. In addition:
- In North Carolina, earnings in manufacturing, in farms, in construction, and in finance, insurance, and real estate also contributed substantially to earnings growth.
- In Georgia, earnings in transportation and public utilities, in retail trade, and in finance, insurance and real estate also contributed substantially.
- In Florida, earnings in finance, insurance, and real estate, in retail trade, in construction, and in manufacturing also contributed substantially.
In Vermont, manufacturing was the major contributor to earnings growth. Earnings in services, in government, in construction, and in retail trade also contributed substantially. In Alaska, earnings in mining and in government were the major contributors. Earnings in services, in transportation and public utilities, and in retail trade also contributed substantially.
States with declines in personal income
In the first quarter of 2000, the five states with declines in personal income were North Dakota (-2.7 percent), Nebraska (-2.1 percent), Kansas (-1.6 percent), South Dakota (-1.1 percent), and Iowa (-0.5 percent).
By type of income, large declines in net earnings mainly accounted for the declines in personal income in these states. Declines in dividends, interest, and rent also contributed to personal income declines, partly reflecting the timing of federal subsidy payments to nonoperator farm landlords (included in rent). The subsidy was authorized by the 1999 Omnibus Spending Act.

By industry, declines in farm earnings in all five states were the major contributors to declines in earnings by place of work. The declines reflected the pattern of farm subsidy payments (also authorized by the 1999 Omnibus Spending Act), which decreased substantially in the first quarter from high levels in the fourth quarter of 1999.
- In North Dakota, the decline in farm earnings more than offset growth in earnings in all major nonfarm industries.
- In Nebraska, declines in earnings in manufacturing and in construction also contributed to the decline in earnings. The decline in manufacturing earnings reflected a downturn in lump-sum payments in the electronic and other electrical industries from an unusually high level in the fourth quarter of 1999.
- In Kansas, declines in transportation and public utilities and in manufacturing also contributed to the earnings declines. The decline in transportation and public utilities reflected a downturn in lump-sum payments in the communications industries.
- In South Dakota, declines in manufacturing also contributed to the earnings declines, reflecting a downturn in lump-sum payments in the industrial and commercial machinery industries.
- In Iowa, declines in wholesale trade and in transportation and public utilities also contributed to the earnings declines, reflecting downturns in lump-sum payments in the wholesale trade and in the communications industries.
Definitions
Personal income is the income received by all persons from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings is earnings by place of work the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income less personal contributions for social insurance, plus an adjustment to convert earnings by place of work to a place-of-residence basis. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes).
The estimate of personal income in the United States is derived as the sum of the state estimates; it differs from the estimate of personal income in the national income and product accounts (NIPA's) because of differences in coverage, in the methodologies used to prepare the estimates, and in the timing of the availability of source data.
