STATE PERSONAL INCOME: FOURTH QUARTER 2000
Three western states Colorado, California, and Idaho and two New England states Massachusetts and New Hampshire led the nation in personal income growth in 2000, according to the U.S. Bureau of Economic Analysis. In contrast, four Southeast states Alabama, Mississippi, Louisiana, and West Virginia and Hawaii had the slowest personal income growth.
State personal income for the nation grew 7.3 percent, the fastest growth rate since 1989, even though growth decelerated in the final two quarters of 2000. The overall strong growth in personal income boosted the nation's per capita income to $29,676 in 2000, with Connecticut having the highest per capita income at $40,640.*
All states shared in the strong growth in the nation's personal income. All 50 states and the District of Columbia had increases in personal income that substantially outpaced the 2.4-percent increase in prices paid by U.S. consumers (as measured by the price index for personal consumption expenditures).
* The 2000 per capita personal income estimates in this release are calculated using the April 1, 2000 decennial census population counts as released by the Census Bureau on December 28, 2000. Per capita personal income estimates for 199199 are not shown because the Census Bureau has not yet published state population estimates for the intercensal years that are consistent with the decennial census counts. In September, when BEA regularly revises state personal income for 19982000, BEA will also release estimates of state per capita income for 199199.
Fastest growing states.The five states with the fastest growth in personal income in 2000 were Colorado (10.8 percent), California (10.5 percent), Massachusetts (9.9 percent), New Hampshire (9.5 percent), and Idaho (9.3 percent). In these states, the fast growth was a continuation of strong growth in recent years.
Except for Idaho, these states had per capita incomes that were above the U.S. average of $29,676. These high-income and fast-growth states accounted for 16 percent of the U.S. population and about 18 percent of U.S. personal income but contributed about 25 percent of the growth in U.S. personal income.
In all five states, the fast growth primarily reflected the double-digit growth rates in net earnings, which accounted for more than two-thirds of personal income.

In these states, growth in earnings was strong in all major nonfarm industries, but growth was particularly strong in manufacturing and services (see table 4). The strength in these industries partly reflected continued fast growth in high-tech manufacturing industries, such as electronics and electrical devices (semiconductor manufacturing and related products), industrial machinery and computer equipment (computer hardware and components), and in business services (software development and data processing). In addition:
- In Colorado, earnings in construction; transportation and public utilities; finance, insurance, and real estate; and government contributed substantially to earnings growth.
- In California, earnings in finance, insurance, and real estate; retail trade; and government contributed substantially.
- In Massachusetts, earnings in finance, insurance, and real estate and in government contributed substantially.
- In New Hampshire, earnings in both wholesale and retail trade contributed substantially.
- In Idaho, earnings in farms; retail trade; and government contributed substantially.
Slowest growing states.The five states with the slowest growth in personal income in 2000 were Alabama (4.0 percent), Mississippi (4.3 percent), Louisiana (4.4 percent), Hawaii (4.8 percent), and West Virginia (4.8 percent). Personal income growth in all five states has been below average in recent years.
All five states had per capita incomes in 2000 that were below the U.S. average of $29,676. These low-income and slow-growth states accounted for about 5 percent of the U.S. population and about 4 percent of U.S. personal income but contributed less than 3 percent of the growth in U.S. personal income. The slow growth mainly reflected weakness in net earnings.

In all five states, earnings growth was weak in all major industries. Earnings declined in farms in Alabama, Mississippi, and Louisiana; in mining in Alabama, Mississippi, and West Virginia; and in manufacturing in Mississippi.
Note on the Estimates of State Personal Income
In the preliminary annual state personal income estimates presented here, U.S. personal income the sum of the estimates for each state increased 7.3 percent in 2000; the national income and product accounts (NIPA's) estimate of personal income, which was released on March 29, 2001, increased 6.3 percent. The 1.0-percentage-point, or $75 billion, difference primarily reflects the incorporation of newly available source data for wage and salary disbursements from tabulations of unemployment insurance (UI) and for farm proprietors' income from the U.S. Department of Agriculture (USDA) into the state estimates.
In July, as part of the regular annual revision of the NIPA's, the 2000 national estimate will be revised to incorporate the four quarters of UI tabulations from the U.S. Bureau of Labor Statistics (BLS). These BLS tabulations of the UI data cover wages and salaries, bonuses, and other nonregular payments for virtually all workers. The UI data will replace BEA's estimates based on the BLS monthly establishment survey, which covers the average hourly earnings of production and nonsupervisory workers and excludes bonuses and other nonregular payments. The revision of the NIPA's will also incorporate the latest USDA and other newly available data that are more complete, more detailed, or more consistent than those that were previously incorporated in the NIPA's.
Personal Income Growth Slowed in the Fourth Quarter of 2000
Three Plains states North Dakota, Nebraska, and South Dakota and Arkansas and Montana registered the largest declines in personal income in the fourth quarter after very large increases in the third quarter; the downturns mainly reflected the pattern of farm subsidy payments (see tables 5 and 6). The payments were authorized by the Agricultural Risk Protection Act of 2000.
The six states with the largest accelerations in personal income growth in the fourth quarter were Vermont, Nevada, West Virginia, Alabama, Maine, and Michigan.
U.S. personal income growth slowed to 1.0 percent in the fourth quarter after growing 1.6 percent in the third quarter and about 2.0 percent in the first and second quarters. The slowdown in the fourth quarter reflected a substantial deceleration in net earnings, which grew 1.1 percent after growing 1.9 percent in the third quarter.
By industry, earnings growth decelerated in mining, in manufacturing, in retail trade, in services, and in government. Earnings in farms declined 34.6 percent after increasing 37.2 percent, mainly reflecting the pattern of federal farm subsidy payments.
Per Capita Personal Income Levels in 2000
In 2000, per capita income in the nation was $29,676. By state, per capita income ranged from $20,993 in Mississippi to $40,640 in Connecticut (see table 2). In 1990, U.S. per capita income was $19,584, and per capita income in the states ranged from $13,164 in Mississippi to $26,736 in Connecticut.
The 10 states with the highest per capita incomes in 2000 were Connecticut, Massachusetts, New Jersey, New York, Maryland, New Hampshire, Colorado, California, Illinois, and Minnesota. New Hampshire, Colorado, and Minnesota replaced Alaska, Hawaii, and Delaware, which were among the top 10 states in 1990.
The 10 states with the lowest per capita incomes in 2000 were Mississippi, West Virginia, New Mexico, Arkansas, Montana, Louisiana, Alabama, Oklahoma, Utah, and Idaho. Oklahoma replaced Kentucky among the bottom 10 states.
Definitions
Personal income is the income received by all persons from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings is earnings by place of work the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income less personal contributions for social insurance, plus an adjustment to convert earnings by place of work to a place-of-residence basis. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes).
The estimate of personal income in the United States is derived as the sum of the state estimates; it differs from the estimate of personal income in the national income and product accounts (NIPA's) because of differences in coverage, in the methodologies used to prepare the estimates, and in the timing of the availability of source data (see box on "Note on the Estimates of State Personal Income" on page 4 of this release).
Per capita personal income is the annual personal income of residents divided by annual resident population.
