STATE PERSONAL INCOME: THIRD QUARTER 2000
Five Plains states North Dakota, Nebraska, Iowa, South Dakota, and Kansas had the fastest growth in personal income in the nation in the third quarter of 2000, according to estimates released by the Bureau of Economic Analysis of the U.S. Department of Commerce. Growth in net earnings, mainly reflecting substantial increases in farm proprietors' income that were due to the timing of specially authorized federal farm subsidy payments, boosted personal income growth in these five states (see table 1).
For the nation, personal income grew 1.3 percent in the third quarter, after growing 1.7 percent in both first and second quarters of 2000. The 1.3-percent growth was the smallest growth rate since the third quarter of 1999.
In the third quarter of 2000, prices paid by U.S. consumers (as measured by the price index for personal consumption expenditures) increased 0.4 percent. Forty-nine states and the District of Columbia had growth rates in personal income that were above the 0.4-percent increase in prices; personal income was unchanged in Vermont.
States with the fastest growth in personal income
In the third quarter of 2000, the five states with the fastest growth in personal income were North Dakota (3.8 percent), Nebraska (3.5 percent), Iowa (3.3 percent), South Dakota (3.2 percent), and Kansas (2.9 percent). As a group, these states accounted for 2.9 percent of U.S. personal income but contributed 7.3 percent of the $107-billion of U.S. growth.
The fast growth in personal income in all five states was primarily accounted for by substantial increases in net earnings (see table below and table 4). The earnings increases mainly reflected the timing of the Market Loss Assistance payments federal farm subsidy payments that were authorized by the 1999 Omnibus Spending Act. Without the payments, personal income growth in North Dakota and South Dakota would have been much below the national average. Dividends, interest, and rent also contributed significantly to personal income growth in all five states, partly reflecting timing of federal subsidy payments to nonoperator farm landlords (included in rent). The rent subsidy was also authorized by the 1999 Omnibus Spending Act.

By industry, earnings in farms was the major contributor to growth in earnings by place of work in these states, reflecting the farm subsidy payments. Earnings in transportation and public utilities also contributed significantly to earnings growth in all five states. In addition:
- In North Dakota, earnings in services and government contributed substantially to earnings growth.
- In Nebraska, earnings in services contributed substantially.
- In Iowa, earnings in manufacturing and services contributed substantially.
- In Kansas, earnings in services and manufacturing contributed substantially.
States with the slowest growth in personal income
In the third quarter of 2000, the four states with the slowest growth in personal income were Vermont (unchanged), New Jersey (0.5 percent), Pennsylvania (0.6 percent), and West Virginia (0.7 percent). Personal income growth in these states slowed substantially from the second quarter and was below recent trends (see table below and table 4).
The slow growth in personal income in the third quarter of 2000 primarily reflected weakness in net earnings. As a group, these four states accounted for 8.7 percent of U.S. personal income but contributed 3.9 percent of the $107-billion of U.S. growth.

- In Vermont, manufacturing earnings, which declined 5.1 percent after increasing 10.5 percent in the second quarter of 2000, was the major contributor to the slow growth in earnings by place of work. The third-quarter earnings decline reflected a return to normal levels in the food and related products industries after unusually large lump-sum payments in the second quarter. In addition, declines in earnings in construction; farms; and finance, insurance, and real state contributed to the slow growth in the third quarter.
- In New Jersey, a large decline in earnings in transportation and public utilities was the major contributor to the slow growth, partly reflecting the effects of a strike in the communications industry. In addition, earnings declines in government and farms contributed to the slow growth. The decline in government partly reflected the departure of most of the temporary workers hired for Census 2000.
- In Pennsylvania, earnings declines in government; construction; mining; and farms contributed substantially to slow growth in earnings. The decline in government partly reflected the departure of most of the temporary workers hired for Census 2000.
- In West Virginia, earnings declines in government; construction; and mining contributed substantially to the slow growth. The decline in government partly reflected the departure of most of the temporary workers hired for Census 2000.
Definitions
Personal income is the income received by all persons from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings is earnings by place of work the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income less personal contributions for social insurance, plus an adjustment to convert earnings by place of work to a place-of-residence basis. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes).
The estimate of personal income in the United States is derived as the sum of the state estimates; it differs from the estimate of personal income in the national income and product accounts (NIPA's) because of differences in coverage, in the methodologies used to prepare the estimates, and in the timing of the availability of source data.
