State Personal Income: Second Quarter 2003
Personal income for the nation, which is measured only in current dollars, grew 0.8 percent in the second quarter of 2003, the same as in first quarter and up slightly from the 0.6 percent increase of the fourth quarter of 2002 (table 1). According to estimates released today by the U.S. Bureau of Economic Analysis, six of the ten fastest growing states were in the Plains and Rocky Mountain regions while 4 of the 10 slowest-growing states were in New England and all of the Great Lakes states were in the bottom two quintiles (chart 1).

Personal Income Growth by Component
Net earnings grew 0.8 percent in the second quarter of 2003 nationally, the same as in the first quarter of 2003 and slightly faster than the 0.7 percent growth of the fourth quarter of 2002. Net earnings increased in all states except for Rhode Island, as 21 states and the District of Columbia grew faster than in the first quarter, compared to 28 states with faster net earnings growth in the first quarter than in the fourth quarter of 2002.
Transfer payments grew slightly faster in the second quarter of 2003 than in the previous quarter. Twenty-five states experienced faster growth in transfer payments in the second quarter of 2003 compared to 28 states in the first quarter of 2003. Unemployment benefit payments, the most volatile component of transfer payments, increased 6.5 percent nationally after declining 3.4 percent in the first quarter of 2003. Unemployment benefit payments grew in 41 states, with North Carolina, Idaho, and Indiana registering gains of more than 20 percent. Together, all other transfer payments, which includes old-age, survivors, disability, and other benefits, grew 1.6 percent.
Property income (dividends, interest and rent) increased 0.1 percent in the second quarter nationally, compared to declines of 0.1 percent and 0.4 percent in the preceding two quarters. A 1.7 percent growth in dividends and a 0.5 percent increase in interest income more than offset a decline in rental income.
Earnings Growth by Industry
Nationally, earnings grew in every industry except durable goods manufacturing and leisure and hospitality (table 3). Financial activities accounted for 0.28 of the 0.8 percent growth in earnings and contributed the most to earnings growth in 24 states (table 4). Government accounted for 0.14 percentage points and natural resources and mining and construction each accounted for 0.10 percentage points. Natural resources and farming was the largest contributor to earnings growth in 12 states. Fast growth in farming was particularly important in the Plains states, notably North Dakota, South Dakota, Nebraska, and Iowa, all of which were among the ten fastest growing states. Earnings growth in government was the largest contributor in 8 states and the District of Columbia.
Earnings in durable goods manufacturing declined in 32 states. The decline was the most pronounced in Washington, where durables manufacturing earnings declined 4.6 percent from the first quarter. Where durables manufacturing earnings increased, its contribution to total earnings growth was relatively small except in New Hampshire and Michigan, where durables manufacturing's contribution to earnings growth was second only to financial activities.
The decline in leisure and hospitality was larger than the decline in durables manufacturing. It was also more widespread, with forty states experiencing a decline from the first quarter. Virtually the entire decline was in the arts, entertainment, and recreation industry (NAICS 71), as earnings in the accommodation and food services industry (NAICS 72) was unchanged from the first quarter.
Year-to-Year Trends in Quarterly State Personal Income Growth
Because quarter-to-quarter changes in state personal income are subject to large swings, it is also useful to look at the change in state personal income in the current quarter relative to the same quarter a year ago. Chart 2 shows the year-to-year growth rates of quarterly state personal income from the second quarter of 2000 through the second quarter of 2003.
Year-to-year growth in personal income was higher in the top-quintile states than in the bottom-quintile states in eight of the past nine quarters. In addition, the growth rate of the top quintile increased steadily in the past two quarters whereas the bottom quintile grew more slowly in the second quarter of 2003 than in the first quarter.

Beginning with 2001, quarterly state estimates of wage and salary disbursements and of earnings by industry are based on the North American Industry Classification System (NAICS). Quarterly state estimates of earnings by industry for 1948-2001 are based on the Standard Industrial Classification System. Definitions
Personal income is the income received by all persons from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings is earnings by place of work (the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income) less personal contributions for social insurance, plus an adjustment to convert earnings by place of work to a place-of-residence basis. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes).
The estimate of personal income in the United States is derived as the sum of the state estimates; it differs from the estimate of personal income in the national income and product accounts (NIPA's) because of differences in coverage, in the methodologies used to prepare the estimates, and in the timing of the availability of source data.
BEA groups all 50 states and the District of Columbia into eight distinct regions for purposes of data collecting and analyses: New England (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont); Mideast (Delaware, District of Columbia, Maryland, New Jersey, New York, and Pennsylvania); Great Lakes (Illinois, Indiana, Michigan, Ohio, and Wisconsin); Plains (Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, and South Dakota); Southeast (Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia; Southwest (Arizona, New Mexico, Oklahoma, and Texas); Rocky Mountain (Colorado, Idaho, Montana, Utah, and Wyoming); and Far West (Alaska, California, Hawaii, Nevada, Oregon, and Washington).
