State Personal Income: Third Quarter 2004

Personal income growth for the nation slowed to 0.8 percent in the third quarter of 2004, down from an upwardly revised 1.6 percent second–quarter growth rate, according to new estimates released today by the U.S. Bureau of Economic Analysis. The eight BEA regions grew at very similar rates–differing from national growth by at most 0.2 percentage points–in contrast to last quarter when the Rocky Mountain region grew at nearly twice the pace of the Mideast region.

All regions experienced a slowdown in growth, ranging from a 1.0 percentage point slowdown in the Far West region to a mere 0.1 percentage point slowdown in the Mideast region. Growth in all but seven states slowed from the second quarter. Kansas equaled its second quarter rate of increase while income growth in Alaska, Connecticut, Louisiana, Maryland, New Jersey, and New York accelerated slightly.

Four hurricanes took their toll on personal income growth in affected states, particularly in Florida, but also in Alabama (see box). Remnants of the storms as they moved northward also damaged fixed capital stocks in parts of ten other states (Georgia, Louisiana, Mississippi, New Jersey, New York, North Carolina, Ohio, Pennsylvania, South Carolina, and West Virginia). The damage in these states was not sufficient to noticeably affect total personal income growth, but the effects are apparent in some of the components of personal income such as dividends, interest, and rent and proprietors' income.

Personal income growth by component

Earnings by place of residence grew 1.1 percent in the third quarter, down from 1.7 percent in the second quarter. This slowdown almost completely disappears when account is taken of inflation–the national implicit price deflator for personal consumption expenditures increased only 0.3 percent in the third quarter after rising 0.8 percent in the second.

Among states, earnings were weakest in South Dakota, declining 0.8 percent. A large decline in cash receipts for livestock marketing overwhelmed moderate growth in wages and proprietors' income in the nonfarm sector in South Dakota and several other states with large farm sectors (e.g. Arkansas, Iowa, Nebraska, and North Dakota) making them some of the slowest growing states in the third quarter. At the other extreme, Utah had the fastest earnings growth (2.3 percent). Every industry in the state except two–forestry, fishing and related activities and other services except public administration–grew faster than the national average.

Two industries–health care and social assistance and professional and technical services–contributed slightly more than one third to the growth in earnings of all industries in the 3rd quarter. Their strength was generally spread across all regions. Five other industries–construction, durable goods manufacturing, transportation and warehousing, real estate and rental and leasing, and administrative and waste services also contributed slightly more than one third to the growth of total earnings. These industries, however, displayed substantial regional variation.

Dividends, interest and rent declined 0.3 percent nationally, despite rising in seven of the eight BEA regions. The 3.0 percent decline in the southeast region, mostly due to uninsured hurricane damage to fixed capital, was more than enough to offset growth in the other regions.

Transfer receipts increased 1.0 percent nationally, despite little change in seven regions. Again, the 3.8 percent increase in the Southeast region, mostly attributable to higher-than-expected insurance claims for property damage from the hurricanes, overwhelmed changes in the other regions of the country.

The third quarter estimates of state personal income reflect the effects of Hurricanes Charley, Frances, Ivan, and Jeanne. The storms caused extensive damage, particularly in Florida and Alabama, affecting estimates of several components of personal income. Rental income of persons was reduced $13.6 billion and proprietors' income was reduced $3.9 billion to reflect uninsured losses of residential and business property. Transfer receipts were boosted by $13.7 billion to reflect net insurance settlements (actual losses less expected losses) paid to persons. Because other effects of the hurricanes were embedded in BEA's source data and could not be separately identified, BEA did not attempt to quantify their impact. National estimates of uninsured losses and net insurance settlements were distributed to states on the basis of reports from ISO and the Federal Emergency Management Agency.

Definitions

Personal income is the income received by all persons from all sources. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and personal current transfer receipts. Net earnings is earnings by place of work (the sum of wage and salary disbursements (payrolls), supplements to wages and salaries, and proprietors' income) less government contributions for social insurance, plus an adjustment to convert earnings by place of work to a place–of–residence basis. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes).

The estimate of personal income in the United States is derived as the sum of the state estimates; it differs from the estimate of personal income in the national income and product accounts (NIPA's) because of differences in coverage, in the methodologies used to prepare the estimates, and in the timing of the availability of source data.

BEA groups all 50 states and the District of Columbia into eight distinct regions for purposes of data collecting and analyses: New England (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont); Mideast (Delaware, District of Columbia, Maryland, New Jersey, New York, and Pennsylvania); Great Lakes (Illinois, Indiana, Michigan, Ohio, and Wisconsin); Plains (Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, and South Dakota); Southeast (Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia; Southwest (Arizona, New Mexico, Oklahoma, and Texas); Rocky Mountain (Colorado, Idaho, Montana, Utah, and Wyoming); and Far West (Alaska, California, Hawaii, Nevada, Oregon, and Washington).
