Estimates of freight charges for the transportation of goods by truck between the United States and Canada were introduced. The addition of these charges recognized the impact of deregulation in the 1980s that opened truck transportation in the United States and Canada to each other’s carriers; the growing importation of the transportation of goods by truck as the volume of United States-Canadian trade expanded; and the encouragement of commerce between the United States and Canada due to the United States-Canada Free Trade Agreement (1989) and the North American Free Trade Agreement (1993). The new estimates begin with estimates for 1986.
