U.S. nonbank liabilities to foreigners and related nonbank income payments were revised for 1996-2000 as a result of substitution of Bank for International Settlements (BIS) data on U.S. nonbank liabilities to foreign banks for U.S.-source data. The substitution substantially improved coverage of the accounts; it paralleled the substitution of BIS data on the claims side of the accounts that was introduced in 1994. Coverage problems precluded earlier substitution on the liabilities side of the accounts.
