STATE PERSONAL INCOME: THIRD QUARTER 1999
Nevada, Arizona, and Florida led the nation in personal income growth in the third quarter of 1999, according to estimates released by the Commerce Department's Bureau of Economic Analysis (BEA). The fast growth in these states mainly reflected strong growth in net earnings.
For the nation, personal income grew 1.3 percent in the third quarter. Prices paid by U.S. consumers (as measured by the price index for personal consumption expenditures) increased 0.5 percent. Forty four states and the District of Columbia had growth rates in personal income that were above the 0.5-percent increase in prices.
Fastest growing states
In the third quarter of 1999, the three states with the fastest growth in personal income were Nevada (2.5 percent), Arizona (2.1 percent), and Florida (1.8 percent).
As a group, these three states accounted for 7.6 percent of U.S. personal income, but they contributed 11.1 percent of the $97.2-billion U.S. growth in the third quarter of 1999 (see table below).

By type of income, net earnings contributed more to the rapid growth in personal income in all three states than did transfer payments or dividends, interest, and rent (see table 1). By industry, strong growth in earnings by place of work reflected growth in most major industries.
- In Nevada, earnings in services, in retail trade, and in construction contributed substantially to earnings growth in the third quarter. Nevada's earnings growth in services was the fastest rate in the nation, reflecting strong growth in tourism-related industries.
- In Arizona, earnings in services, in finance, insurance, and real estate, in manufacturing, and in government contributed substantially to earnings growth in the third quarter.
- In Florida, earnings in services contributed the most to earnings growth in the third quarter. The third-quarter growth in services was the largest since the first quarter of 1998, reflecting strength in health services, amusement and recreation, engineering and accounting, and business services.
Slowest growing states
In the third quarter of 1999, three states had declines in personal income: North Carolina (-1.0 percent), South Dakota (-1.2 percent), and North Dakota (-1.4 percent).
As a group, these three states accounted for 2.9 percent of U.S. personal income (see table below).

In North Carolina, the change in personal income was reduced by uninsured losses to residential and business property from Hurricane Floyd that reduced rental income of persons and proprietors' income by approximately $4.3 billion at an annual rate. Excluding the uninsured losses of residential and business property caused by the hurricane, personal income in North Carolina increased $2.3 billion, or 1.2 percent, in the third quarter.
By type of income, in North Dakota and South Dakota, large declines in net earnings mainly accounted for the declines in personal income.
- By industry, in both North Dakota and South Dakota, declines in farm earnings were the major contributors to declines in earnings, reflecting a reduction in farm subsidy payments from unusually high levels in the second quarter of 1999. Since the passage of the 1999 Omnibus Spending Act ($6 billion for U.S. farmers) in the fall of 1998, quarterly farm subsidy payments have fluctuated due to the variable pattern of these payments across quarters. Without these fluctuations in farm subsidy payments, personal income in the third quarter of 1999 would have increased $190 million, or 1.3 percent, in North Dakota, and $50 million, or 0.3 percent, in South Dakota. These fluctuations are expected to continue in the fourth quarter of 1999, as an additional $8.7 billion in farm subsidy payments were authorized by the Agriculture, Rural Development, Food and Drug Administration and Related Agencies Appropriation Act, passed in the fall of 1999.
- In North Dakota, declines in earnings in transportation and public utilities and in government also contributed to the earnings decline.
- In North Carolina, declines in earnings in farms and in retail trade reflected losses resulting from damage caused by Hurricane Floyd. A decline in construction earnings also contributed to the slow growth in earnings.
The estimates of state personal income have not yet incorporated the new levels of personal income from the recently released comprehensive revision of the national income and product accounts (NIPA's). However, the quarterly movements in the component NIPA series are used as extrapolators to derive national control totals for the first three quarters of 1999. Revised state estimates, incorporating the improved NIPA estimates, will be released on May 17, 2000. For further explanation, see the February 2000 Survey of Current Business.
Definitions
Personal income is the income received by all persons from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings is earnings by place of work the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income less personal contributions for social insurance, plus an adjustment to convert earnings by place of work to a place-of-residence basis. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes).
The estimate of personal income in the United States is derived as the sum of the state estimates; it differs from the estimate of personal income in the national income and product accounts (NIPA's) because of differences in coverage, in the methodologies used to prepare the estimates, and in the timing of the availability of source data.
