Strong earnings growth in "new economy" industries like business services and communications contributed to rapid personal income growth for the nation's fastest growing metropolitan areas in 1999, according to estimates released today by the Bureau of Economic Analysis of the U.S. Department of Commerce.1

Fastest growing metropolitan areas, 1999
Of the 10 fastest growing metropolitan areas, six were located in California. All 10 areas had growth in earningswages and salaries, other labor income, and proprietors' incomethat exceeded the national average of 6.4 percent by at least 3.5 percentage points. Much of the strength in earnings reflects strong earnings growth in new economy industries. All 10 areas had strong growth in business services, a new economy industry, which includes software development, prepackaged software, data processing services, and computer rental and leasing. In addition:
- San Jose, the fastest growing metropolitan area, had strong earnings growth in two other new economy industriesindustrial machinery and equipment manufacturing, which includes computer manufacturing, and in electronics and other electric equipment manufacturing, which includes semiconductor manufacturing.
- Austin-San Marcos, the second fastest growing area, had strong earnings growth in wholesale trade and in industrial machinery and equipment.
- San Diego, Oakland, and Denver had strong earnings growth in communications, a new economy industry that includes telephone, satellite, and multimedia services. Communications earnings for San Diego increased over 200 percent in 1999.
- Vallejo-Fairfield-Napa had strong earnings growth in finance, insurance, and real estate, and in food and kindred products manufacturing.
- Yuba City had strong growth in farm earnings and in food and kindred products manufacturing.
The 1999 growth in Austin-San Marcos, Las Vegas, Seattle-Bellevue-Everett, and Denver continued a pattern of strong growth in recent years. Since 1997, Austin-San Marcos has ranked no lower than third during this period. The two fastest growing areas in 1998, Austin-San Marcos and Seattle- Bellevue-Everett, are ranked second and third, respectively, in 1999. Seven of the 10 fastest growing metropolitan areas in 1999 had personal income growth in 1998 that exceeded the national average of 6.6 percent; while nine of the 10 areas exceeded the 1997 national average of 6.0 percent. Yuba City had below average growth in 1997 and 1998 because of declines in farm earnings.

Slowest growing metropolitan areas, 1999
All 10 of the slowest growing metropolitan areas had growth in earnings that were less than the national average by at least 3.5 percentage points. Five of the slowest growing areas were in the Southeast Region; three were in the Southwest Region; and two were in the Plains Region. Four of the 10 areasOdessa-Midland, Houma, Lafayette, and Enidhad declines in energy-related industries. In addition:
- Anniston had declines in both federal civilian and military earnings due to the closing of Fort McClellan.
- Grand Forks had declines in military earnings caused by a reduction at Grand Forks Air Force Base, as well as in farm earnings.
- Waterloo-Cedar Falls had a decline in industrial machinery and equipment manufacturing earnings.
- Beaumont-Port Arthur had declines in several industrial categories, such as legal services, construction, chemicals and allied products manufacturing, and water transportation.
- Two North Carolina metropolitan areasRocky Mount and Goldsborohad sharp declines in rental income due to flooding caused by Hurricane Floyd.

Of the 10 areas with the slowest growth in 1999, only Houma had above average personal income growth in 1998. Seven of the 10 areas grew faster than the nation in 1997. Odessa-Midland and Houma went from being the second and fourth fastest growing metropolitan areas in 1997 to being the second and third slowest growing areas in 1999, reflecting the cyclical nature of the mining industry.

The 10 metropolitan areas with the highest levels of 1999 per capita personal income (PCPI) were located on either the east or west coasts. San Francisco, with a 1999 PCPI of $49,695, continued to have the highest PCPI in the nation.

Personal income is the income received by all persons from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings is earnings by place of workthe sum of wage and salary disbursements (payrolls), other labor income, and proprietors' incomeless personal contributions for social insurance, plus an adjustment to convert earnings by place of work to a place- of-residence basis. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes).
The estimate of personal income in the United States is derived as the sum of the county estimates; it differs from the estimate of personal income in the national income and product accounts (NIPA's) because of differences in coverage and in the timing of the availability of source data.
As part of personal income, BEA prepares estimates of wage and salary disbursements by State and county. The Census Bureau and the Bureau of Labor Statistics (BLS) also prepare county-level estimates of wages and salaries.
The Census Bureau's County Business Patterns (CBP) employment and payroll data are an annual extension of the quinquennial economic censuses; the data are derived from surveys of business establishments and from Federal administrative records of the Internal Revenue Service, the Social Security Administration, and BLS. The data exclude agricultural production employees, household employees, and most government employees, which are included in BEA's estimates of wage and salary disbursements.
The BLS county wage data are derived from the Covered Employment and Wages, or ES-202, program; the data are tabulations of monthly employment and quarterly total wages of workers who are covered by State unemployment insurance (UI) and of Federal workers who are covered by the unemployment compensation for Federal employees (UCFE) program. The BLS data include civilian government and some agricultural production employees and household employees.
The BLS data account for 95 percent of the wage and salary component of BEA's estimates of personal income. The remainder consists of adjustments that BEA makes to account for employment and wages not covered, or not fully covered, by the State UI and UCFE programs.
Per capita personal income (PCPI) is the annual total personal income of residents divided by resident population as of July 1. The Census Bureau released April 1, 2000 decennial population counts for counties in early 2001, but will not release revised county intercensal population estimates for 1991 99 that are consistent with the April 1, 2000 counts until early 2002. In 2002, PCPI estimates for 199199 will be revised to incorporate the updated intercensal population estimates.
The metropolitan area definitions used by BEA for its personal income estimates are the county-based definitions issued by the Office of Management and Budget (OMB) for federal statistical purposes. OMB's general concept of a metropolitan area is that of a geographic area consisting of a large population nucleus together with adjacent communities having a high degree of economic and social integration with the nucleus. OMB recognizes two sets of metropolitan areas in the New England region. The first set is defined in terms of cities and towns; the second set, which is used for the estimates presented here, consists of the 12 New England county metropolitan statistical areas (NECMA's). Outside of the New England region, the metropolitan areas consist of 58 primary metropolitan statistical areas (PMSA's) and 248 metropolitan statistical areas (MSA's). The PMSA's and one NECMA are grouped into 17 consolidated metropolitan statistical areas (CMSA's). The 318 metropolitan areas discussed in the text of this release consist of the MSA's, PMSA's, and NECMA's. The estimates for all of the areas, including the 17 CMSA's, are shown in Table 1 (PDF or text).
