FIRST QUARTER 2000 FIRST QUARTER 2001
Colorado, Minnesota, and Virginia led the nation in personal income growth from the first quarter of 2000 to the first quarter of 2001, according to estimates released by the U.S. Bureau of Economic Analysis. The rapid growth in these states was fueled by strength in high-tech industries, which includes selected business services, manufacturing, and communications industries. In contrast, three Great Lakes states Michigan, Indiana, and Ohio had the slowest growth in personal income, primarily reflecting declines in durables manufacturing, mainly motor vehicles, from a high level of auto production in the first quarter of 2000.
Since the first quarter of 2000, personal income in the nation grew 6.1 percent. Prices paid by U.S. consumers (as measured by the price index for personal consumption expenditures) increased 2.2 percent. All 50 states and the District of Columbia had growth rates in personal income that were above the 2.2-percent increase in prices.
Growth between the fourth quarter of 2000 and the first quarter of 2001. U.S. personal income grew 1.5 percent (quarterly rate) in the first quarter of 2001 after growing 1.0 percent in the fourth quarter of 2000. The pickup in personal income growth mainly reflected accelerations in transfer payments, including cost-of-living adjustments to benefits under social security, in government wages and salaries, reflecting pay raises, and in earnings in farms, construction, and mining. The pickup in farm earnings mainly reflected federal farm subsidy payments. The strength in construction, partly reflecting a mild winter, and in mining, partly reflecting high energy prices, helped offset slowdowns in manufacturing and wholesale trade.
States with the fastest personal income growth, 2000:I-2001:I
Colorado (10.1 percent), Minnesota (8.1 percent), and Virginia (7.5 percent) led the nation in personal income growth since the first quarter of 2000. As a group, these states accounted for 6.2 percent of U.S. personal income but contributed 8.4 percent of the $497 billion of U.S. growth.
The fast growth in personal income in all three states was primarily accounted for by solid growth in net earnings.

By industry, earnings were strong in all major nonfarm industries in these states. In all three states, earnings in manufacturing; services; and transportation and public utilities were the major contributors to earnings growth. The strength in these industries partly reflected continued strength in the high-tech sector, which includes industries such as semiconductor manufacturing, software development, or multimedia services. In addition:
- In Colorado, earnings in construction; trade; government; and finance, insurance, and real estate contributed substantially to earnings growth.
- In Minnesota, earnings in government and finance, insurance, and real estate contributed substantially.
- In Virginia, earnings in construction; government; and finance, insurance, and real estate contributed substantially.
States with the slowest growth in personal income, 2000:I-2001:I
Michigan (2.8 percent), Indiana (3.3 percent), and Ohio (3.7 percent) had the slowest growth in personal income since the first quarter of 2000. Personal income growth in these states was also below average last year. As a group, these states accounted for 9.4 percent of U.S. personal income but contributed only 5.1 percent of the $497 billion of U.S. growth.
The slow growth in personal income in these states primarily reflected weakness in net earnings.

By industry, declines in durables manufacturing in these states was the major contributor to the slow earnings growth since the first quarter of 2000, reflecting weakness in motor vehicles.
- In Michigan, a decline in wholesale trade also contributed to the slow earnings growth.
- In Indiana, declines in construction; government; and finance, insurance, and real estate also contributed.
- In Ohio, a decline in construction also contributed.
Definitions
Personal income is the income received by all persons from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings is earnings by place of work the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income less personal contributions for social insurance, plus an adjustment to convert earnings by place of work to a place-of-residence basis. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes).
The estimate of personal income in the United States is derived as the sum of the state estimates; it differs from the estimate of personal income in the national income and product accounts (NIPA's) because of differences in coverage, in the methodologies used to prepare the estimates, and in the timing of the availability of source data.
