Revised estimates of personal income and per capita personal income by state for 2001 confirmed the overall weakness of the state economies last year, according to the U.S. Bureau of Economic Analysis.

The weakness in state personal income was partly accounted for by slowdowns in both traditional and high-tech manufacturing and in services, concentrated mainly in the Great Lakes and Pacific coast states (see chart below).

For the nation, a substantial slowdown in personal income, which grew just 3.3 percent in 2001 after growing 8.0 percent in 2000, caused the slow growth in the nation's per capita income, which increased only 2.4 percent to $30,472, after increasing 6.8 percent in 2000. The 3.3-percent increase in U.S. personal income in 2001 was the slowest rate since 1958, when it grew 2.8 percent.

State Personal Income Growth in 2001

Weak growth in personal income in 2001 was concentrated in the Great Lakes (Michigan, Ohio, Indiana, and Illinois) and in the Far West regions (Oregon, Washington, and California). Massachusetts, North Dakota, and Iowa also had weak income growth in 2001 (see map on page 1). Together, these 10 states accounted for about 34 percent of U.S. personal income and contributed about 26 percent of the $280-billion increase in 2001.

Except for North Dakota, the weak income growth in these 10 states mainly reflected sharp declines in earnings in both traditional and high-tech manufacturing and declines in wholesale trade. In addition to weak earnings growth, slowdowns in dividends, interest, and rent contributed to slow income growth in all 10 states, mainly reflecting declining interest rates.

In contrast, personal income fared better in 2001 in the western states of New Mexico, Wyoming, Nevada, Arizona, and Montana and the eastern states of Louisiana, Vermont, Maine, Maryland, and Virginia. Together, these states accounted for about 10 percent of the U.S. personal income, and they contributed about 15 percent of the $280-billion increase in 2001.

In most of these 10 states, earnings strength in construction; retail trade; finance, insurance, and real estate; services; and government helped to offset weakness in other sectors. Large increases in transfer payments also contributed to fast income growth in all these states.

Ranking of State Per Capita Personal Income

In 2001, per capita income ranged from $42,435 in Connecticut to $21,750 in Mississippi.

The ranking of states by per capita income changed little between 2000 and 2001. Wyoming, Nebraska, Vermont, and Oklahoma increased more than two positions in rank, while Georgia, Texas, and Oregon declined more than two positions in rank (see table 4).

Connecticut, Massachusetts, New York, Maryland, and Minnesota had growth rates in per capita income that exceeded the U.S. average of 2.4 percent in 2001.

Of these 10 states, only Idaho had a growth rate in per capita income that was below the U.S. average of 2.4 percent in 2001.

Revisions

The revised estimates of personal income for the nation and states for 1999–2001 incorporate the annual revision of the national income and product accounts (NIPA's) that was released on August 2, 2002 and newly available state source data that are more complete, more detailed, and otherwise more appropriate than data available on April 23, 2002.

Revisions to the estimates of state personal income for 1999–2001 are shown in table 6. For the nation, personal income was revised up 0.1 percent in 1999, 1.0 percent in 2000, and 0.7 percent in 2001. For the states, the largest revisions were to Vermont, which was revised up 0.7 percent in 1999, 2.0 percent in 2000, and 2.2 percent in 2001, and to Wyoming, which was revised up 0.6 percent in 1999, 1.4 percent in 2000, and 2.1 percent in 2001. For Vermont, upward revisions to dividends, interest, and rent in 1999–2001 contributed to the upward revisions to personal income. For Wyoming, revisions to dividends, interest, and rent and to proprietors' income in 1999–2001 contributed to the upward revisions to personal income.

Definitions

Personal income is the income received by all persons from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings is earnings by place of work — the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income — less personal contributions for social insurance, plus an adjustment to convert earnings by place of work to a place-of-residence basis. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes).

The estimate of personal income in the United States is derived as the sum of the state estimates; it differs from the estimate of personal income in the national income and product accounts (NIPA's) because of differences in coverage, in the methodologies used to prepare the estimates, and in the timing of the availability of source data.

Per capita personal income is the annual personal income of residents divided by annual resident population.
