Personal income in all 50 states and the District of Columbia increased at solid rates in the first quarter of 2002, according to estimates released by the Bureau of Economic Analysis (BEA). In contrast, personal income fell in 31 states in the fourth quarter of 2001, and no state had growth above 1.4 percent (see table 1).
For the nation, personal income increased 1.4 percent in first quarter of 2002 after declining 0.3 percent in fourth quarter of 2001. The sharp upturn in the first quarter reflected large accelerations in all major components, particularly transfer payments and government earnings (see table 2).
The first-quarter strength in transfer payments partly reflected cost-of-living adjustments to benefits under social security and other programs. The substantial increases in government earnings mainly reflected a federal pay raise and increases in military reserve activity related to the September 11 attacks on Washington D.C. and New York City.

States in the Top Quintile for Income Growth in First Quarter 2002
The 10 states with the fastest growth in personal income in the first quarter of 2002 were North Dakota (3.0 percent), Mississippi (2.3 percent), Nevada (2.3 percent), Oklahoma (2.2 percent), North Carolina (2.1 percent), Tennessee (2.1 percent), New Mexico (2.1 percent), Alaska (2.0 percent), Kansas (2.0 percent), and Hawaii (2.0 percent). Together, these states accounted for about 9.1 percent of the U.S. personal income, and they contributed about 14.1 percent of the $118-billion increase in the first quarter of 2002.
In all states in the top quintile, fast growth in net earnings and transfer payments were the major contributors to rapid growth in personal income.

By industry, all top-quintile states had substantial increases in earnings in government, particularly federal government, which mainly reflected a federal pay raise and increases in military reserve activity (see table 3). In addition:
- In North Dakota and Kansas, farm earnings were the major contributor to earnings growth, mainly reflecting higher cash receipts for crops (see table 4). In Kansas, earnings in services and nondurable goods manufacturing contributed substantially to earnings growth.
- In Nevada, earnings in services; finance, insurance, and real estate; retail trade; and construction contributed substantially.
- In Oklahoma, earnings in farms and nondurable goods manufacturing contributed substantially.
- In Alaska, earnings in construction; mining; and services contributed substantially.
States in the Bottom Quintile for Income Growth in First Quarter 2002
The 10 states with the slowest growth in personal income in the first quarter of 2002 were Delaware (0.6 percent), New Jersey (0.7 percent), Louisiana (0.8 percent), Illinois (0.9 percent), Michigan (1.0 percent), Iowa (1.0 percent), South Dakota (1.0 percent), Idaho (1.1 percent), Pennsylvania (1.1 percent), and Indiana (1.1 percent). Together, these states accounted for about 21.2 percent of U.S. personal income, and they contributed about 14.5 percent of the $118-billion increase in the first quarter of 2002.
In all these states in the bottom quintile, weakness in net earnings was the major contributor to slow growth in personal income. In addition, slow growth in dividends, interest, and rent contributed to slow income growth in Michigan and Pennsylvania.

By industry, declines in earnings in durable goods manufacturing contributed to the weak earnings growth in all of the bottom-quintile states, except Iowa, where a decline in farm earnings was the major contributor to slow growth. In addition:
- In South Dakota and Idaho, declines in earnings in mining; construction; and nondurable goods manufacturing contributed substantially to slow growth in earnings. In Idaho, a decline in services earnings contributed.
- In Delaware, declines in earnings in construction and nondurable goods manufacturing contributed.
- In New Jersey, earnings declines in nondurable goods manufacturing and in finance, insurance, and real estate contributed.
Definitions
Personal income is the income received by all persons from participation in production, from government and business transfer payments, and from government interest. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and transfer payments. Net earnings is earnings by place of work the sum of wage and salary disbursements (payrolls), other labor income, and proprietors' income less personal contributions for social insurance, plus an adjustment to convert earnings by place of work to a place-of-residence basis. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes).
The estimate of personal income in the United States is derived as the sum of the state estimates; it differs from the estimate of personal income in the national income and product accounts (NIPA's) because of differences in coverage, in the methodologies used to prepare the estimates, and in the timing of the availability of source data.
