State Personal Income: First Quarter 2004
Personal income for the Nation grew 1.4 percent in the first quarter of 2004, the same as in the fourth quarter of 2003, and up from 1.2 percent in the third quarter (table 1). According to estimates released today by the U.S. Bureau of Economic Analysis, personal income growth accelerated in 21 states and the District of Columbia. These states accounted for more than 57 percent of total personal income.
Today's release of first quarter 2004 state personal income accelerates the availability of these data by four weeks-to three months after the reference quarter-fulfilling a major goal in BEA's Strategic Plan (see box on page 3).

Personal Income Growth by Component
Nationally, faster growth in net earnings and in personal current transfer receipts offset slower growth in property income (dividends, interest, and rent). Net earnings grew 1.5 percent in the first quarter, the fastest since the third quarter of 2000. Net earnings increased in 46 states and the District of Columbia.
Transfer receipts grew 1.4 percent in the first quarter. Transfer receipts accelerated in 46 states and the District of Columbia, which contrasts to the fourth quarter of 2003, when transfer receipts decelerated in every state and the District of Columbia. Unemployment benefit payments, a small but volatile component of transfer receipts, declined 18 percent nationally after declining 5.2 percent in the fourth quarter of 2003. Unemployment benefit payments declined in every state and the District of Columbia except for North Carolina. All other transfer receipts, predominantly social security payments, increased 2.2 percent.
Property income increased 0.8 percent in the first quarter, compared with a 2.7 percent increase in the fourth quarter of 2003. Interest income receipts, which account for 60 percent of total property income, increased 0.1 percent. Rental income, the smallest of the three components of property income, increased 2.6 percent and dividends increased 1.8 percent.
Earnings Growth by Industry
Nationally, earnings grew in every industry except natural resources and mining (table 3). Financial activities accounted for 0.29 percentage point of the 1.6 percent growth in earnings and contributed the most to earnings growth in 12 states (table 4). Government contributed 0.25 percentage points and was the largest contributor to earnings growth in 19 states and the District of Columbia as military earnings grew 5.2 percent. Following substantial growth throughout 2003, earnings in natural resources and mining, principally farming, declined 6.0 percent in the first quarter. This contributed to declines in total earnings growth in South Dakota, North Dakota, Wyoming, and Nebraska, and to relatively slow total earnings growth in Kansas, Montana, and Idaho.
Earnings in durables manufacturing increased for the third consecutive quarter, though growth slowed to 2.1 percent from 2.6 percent in the fourth quarter of 2003. Earnings in durables manufacturing increased in 43 states. Earnings in nondurables manufacturing increased for the second quarter in a row.
Year-to-Year Trends in Quarterly State Personal Income Growth
Because quarter-to-quarter changes in state personal income are subject to large swings, it is also useful to look at the change in state personal income in the current quarter relative to the same quarter a year ago. Chart 2 shows the year-to-year growth rates of quarterly state personal income from the third quarter of 2000 through the first quarter of 2004.
Year-to-year growth in personal income in the bottom quintile states, where the quintiles are based on personal income growth from the fourth quarter of 2003 to the first quarter of 2004, was higher than in the top quintile states throughout 2003. Their drop in the first quarter of 2004 is due to the fact that natural resources and mining, primarily farming, is a major contributor to total earnings in many of these states and earnings in farming declined substantially in the first quarter of 2004.

Acceleration of State Personal Income Data Release
The release today of the first quarter 2004 estimates of state personal income represents a one-month acceleration of the release of quarterly state personal income and is the fulfillment of a major goal in the Bureau of Economic Analysis' (BEA) strategic plan to accelerate the release of BEA data. It results from efforts by the Bureau of Labor Statistics and state employment security agencies, in close collaboration with the BEA, to speed up delivery of wage and salary data from the state unemployment insurance programs. These accelerated personal income data will provide analysts with more timely information with which to assess growth in state economies and to project state government revenues and budgets.
Definitions
Personal income is the income received by all persons from all sources. Personal income is the sum of net earnings by place of residence, rental income of persons, personal dividend income, personal interest income, and personal current transfer receipts. Net earnings is earnings by place of work (the sum of wage and salary disbursements (payrolls), supplements to wages and salaries, and proprietors' income) less government contributions for social insurance, plus an adjustment to convert earnings by place of work to a place-of-residence basis. Personal income is measured before the deduction of personal income taxes and other personal taxes and is reported in current dollars (no adjustment is made for price changes).
The estimate of personal income in the United States is derived as the sum of the state estimates; it differs from the estimate of personal income in the national income and product accounts (NIPA's) because of differences in coverage, in the methodologies used to prepare the estimates, and in the timing of the availability of source data.
BEA groups all 50 states and the District of Columbia into eight distinct regions for purposes of data collecting and analyses: New England (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont); Mideast (Delaware, District of Columbia, Maryland, New Jersey, New York, and Pennsylvania); Great Lakes (Illinois, Indiana, Michigan, Ohio, and Wisconsin); Plains (Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, and South Dakota); Southeast (Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia; Southwest (Arizona, New Mexico, Oklahoma, and Texas); Rocky Mountain (Colorado, Idaho, Montana, Utah, and Wyoming); and Far West (Alaska, California, Hawaii, Nevada, Oregon, and Washington).
