International Trade in Services

BEA's survey program for international trade in services includes quarterly, annual, and benchmark surveys for four broad groups of services: financial services, insurance services, selected services and intellectual property, and transport services.

BEA collects data on financial services transactions with both affiliated and unaffiliated foreign persons on quarterly (BE-185) and benchmark (BE-180) surveys. These surveys were introduced in their current form in 2007. Modifications have been made since then to meet statistical needs.

For 2004-2006, BEA collected data on financial services transactions between U.S. financial services providers and unaffiliated foreign persons on a quarterly (BE-85) survey. Prior to that, a program of annual (BE-82) and benchmark (BE-80) surveys was conducted for 1994-2004.

BEA collected data on services transactions with foreign affiliates on its quarterly (BE-577) and benchmark (BE-10) surveys of U.S. direct investment abroad for 1966-2006; services transactions with foreign parents were collected on quarterly (BE-605) and benchmark (BE-12) surveys of foreign direct investment in the United States for 1949-2006. (Direct investment surveys are available in the sections of the archive dedicated to those surveys.)

BEA collects data on insurance transactions with both affiliated and unaffiliated foreign persons on quarterly (BE-45) and benchmark (BE-140) surveys. These surveys were introduced in their current form in 2004. Modifications have been made since then to meet statistical needs.

For 1992-2003, BEA collected data on insurance transactions by U.S. insurance companies with unaffiliated foreign persons on an annual (BE-48) survey.

BEA collected data on services transactions with foreign affiliates on its quarterly (BE-577) and benchmark (BE-10) surveys of U.S. direct investment abroad for 1966-2005; service transactions with foreign parents were collected on quarterly (BE-605) and benchmark (BE-12) surveys of foreign direct investment in the United States for 1949-2005. However, these data were no longer used in the statistics on insurance services beginning in 2004. BEA collects data on transactions in selected services and intellectual property with both affiliated and unaffiliated foreign persons on quarterly (BE-125) and benchmark (BE-120) surveys. These surveys were introduced in their current form in 2006. Modifications have been made since then to meet statistical needs.

For 2004-2006, BEA collected data on transactions in selected services and intellectual property with unaffiliated foreign persons on a quarterly (BE-25) survey. Prior to 2004, BEA collected data on transactions in selected services and intellectual property with unaffiliated foreign persons on three separate annual surveys and one benchmark survey. Construction, engineering, and mining services were collected on an annual (BE-47) survey for 1992-2003. Royalties, license fees, and other receipts and payments for intangible rights were collected on an annual (BE-93) survey for 1992-2003. Selected services were collected on an annual (BE-22) survey and a benchmark (BE-20) survey for 1992-2005.

BEA collected data on services transactions with foreign affiliates on its quarterly (BE-577) and benchmark (BE-10) surveys of U.S. direct investment abroad for 1966-2006; services transactions with foreign parents were collected on quarterly (BE-605) and benchmark (BE-12) surveys of foreign direct investment in the United States for 1949-2006. BEA surveys of transport cover U.S. and foreign air operators and ocean carriers.

In 1996, BEA introduced an annual (BE-36) survey of foreign air operators' revenues and expenses in the United States and an annual (BE-37) survey of U.S. air operators' foreign revenues and expenses. In 2004, a quarterly (BE-9) survey replaced the annual (BE-36) survey.

In 1996, BEA introduced an annual (BE-29) survey of foreign ocean carriers' expenses in the United States and an annual (BE-30) survey of U.S. carriers' freight revenues and foreign expenses.

U.S. Direct Investment Abroad

BEA's survey program for U.S. direct investment abroad includes quarterly, annual, and benchmark surveys, which collectively serve as the source data for two sets of statistics on outward direct investment. Quarterly (BE-577) surveys collect information on transactions and positions with foreign affiliates and are the source data for BEA's statistics on financial transactions, income, and positions in direct investment. Annual (BE-11) surveys are used for statistics on the activities of U.S. multinational enterprises and their foreign affiliates. (Note that annual surveys are not conducted in benchmark years.) Benchmark (BE-10) surveys are typically conducted once every five years and are used in the production of both sets of outward direct investment statistics. BEA's quarterly surveys of outward direct investment began in 1966; the current system of annual and benchmark surveys began in 1982. All three surveys are still in use today though modifications have been made to meet statistical needs.

Foreign Direct Investment in the United States

BEA's survey program for foreign direct investment in the United States includes quarterly, annual, and benchmark surveys, which collectively serve as the source data for three sets of statistics on inward direct investment. Quarterly (BE-605) surveys collect information on transactions and positions with foreign parents and are the source data for BEA's statistics on financial transactions, income, and positions in direct investment. Annual (BE-15) surveys are used for statistics on the activities of U.S. affiliates of foreign multinational enterprises. (Note that annual surveys are not conducted in benchmark years.) Benchmark (BE-12) surveys are typically conducted once every five years and are used in the production of both sets of inward direct investment statistics. In addition, BEA conducts a survey of new foreign direct investment in the United States (BE-13), which collects data on the acquisition or establishment of U.S. business enterprises by foreign direct investors as well as U.S. affiliates' establishments and expansions. BEA's quarterly surveys of inward direct investment began in 1949; the current system of annual and benchmark surveys began in 1977 and the survey of new foreign direct investment began in 1979. All four surveys are still in use today though modifications have been made to meet statistical needs.
